78 people were killed and hundreds of lives were injured in an explosion occurred in Yancheng, Jiangsu province on 21 March 2019; this is another disaster in China, following the Tianjin explosion (12 August 2015) and Zhangjiakou explosion (28 November 2018), has shocked the government and entire community. As a consequence, the local government decided to permanently shut-down the Yancheng industry park; meanwhile, the Jiangsu provincial government issued a guideline of further improving process safety and many goals are set to complete by year 2020. Stringent safety inspections are actively undertaken at each site and non-compliance may lead to shutdown or relocation of the plants. This regulatory safety supervision exercise does not only affect the plant operation itself, but also influences the steady supply of material to the plant.

The British Chamber Shanghai's Advanced Engineering & Manufacturing Focus Group invites Lee Cho Hing, Partner at ERM, to share insight on the recent safety regulation trends in China which could be a trigger for shutdown or relocation ordered by national/local governmental authorities. Lee Cho Hing will apply some real case studies to demonstrate the potential adverse impacts on business continuity. He will also provide advice and guidance on what you should do for right compliance and better risk management for your business in China.

Speaker Introduction

Lee Cho Hing

Partner for Safety Services, China | North Asia Safety Lead | ERM

Lee is an ERM Partner based in Beijing, he leads the Safety Services business for ERM China. Lee has about 20 years of working experience in the safety and risk management. Now he is also the expert committee member in China Association of International Engineering Consultants under the Chinese Ministry of Commerce.

Prior to joining ERM and becoming a Partner, Lee was the Head of Department for Safety & Risk Management Advisory for DNV GL Oil & Gas in China, and his roles in this position was to lead the team and achieve an extraordinary growth in China. Indeed Lee was the pioneer within DNV GL to commence the China Business Development Plan. On 2009-2012, he was engaged by Singapore Energy Market Authority (EMA) to be the internal consultant for evaluating Gas Safety Case reports. In 2014-2015, Lee led a team in performing safety management assessment (including Process Safety Management) on four selected petrochemical plants in China, and received high recognition from the Chinese national authority (namely SAWS) and NOCs in China. With about 16 years of working experience in China, Lee is familiar with Chinese local safety regulations and the implication on the industry.
